New Mexico legislature considers three major climate bills

ORGANIZATIONS IN THIS STORY

The New Mexico Legislature is currently reviewing three significant climate bills aimed at addressing environmental challenges and fostering economic innovation. Senator Pro Tem Mimi Stewart has introduced these bills to reduce greenhouse gas emissions, support fossil-fuel-free economic development, and enhance the capacity of state agencies in their roles of enforcement and support.

The first bill, "Clear Horizons" (SB 4), seeks to legally enforce the Governor’s 2019 executive order on climate emission reduction targets, aligning with the Paris Climate Accords. The Environmental Improvement Board would oversee rule-making and ensure compliance across various sectors including business, transportation, and energy.

The second bill, "Community Benefits Fund" (SB 48), proposes a $340 million fund to aid communities transitioning to cleaner energy sources. This includes financing projects such as creating bike lanes, modernizing grids, funding electric school buses, and supporting workforce development. Allocations include $40 million to the Economic Development Department and $60 million to the Public Schools Facilities Authority among others.

Lastly, "Innovation in State Government Fund" (SB 83) aims to equip state agencies with resources for handling large projects and utilizing upgraded technology. It encourages agencies to think beyond current budget constraints in supporting emissions reductions.

For those interested in supporting these legislative efforts, suggestions include contacting local congressional representatives or writing letters emphasizing the moral imperative for climate legislation. Key hearings for public comment are also an opportunity for public engagement.

Tomorrow morning at 9:00 am, Clear Horizons (SB 4) will be discussed in the Senate Conservation Committee. Limited slots are available for public speakers; however, community support remains crucial as it progresses through other committees.
