Sam LeDoux, a councilor for the City of Española, highlighted concerns over misconduct and declining morale within the local government during a recent podcast. He criticized both the lack of early intervention and what he perceives as the public's growing tolerance for ethical breaches.

"I am shocked at what I've read in the newspaper," said LeDoux. "Corruption thrives in darkness. We have a very nasty habit of not stepping in early when things first come out. People have just become tolerant of the issue that they're like, it is what it is."

According to the podcast, LeDoux described a culture of tolerated corruption in Española. "We have a very nasty habit of not stepping in early when things first come out," he said. He cited disturbing behavior by Mayor John Ramon Vigil, including an alleged quote from the mayor: "yo soy chingon, I get what I want, I'm the mayor." LeDoux also mentioned allegations of harassment, misuse of city resources, and retaliation against critics. "The morale at the city of Española has just declined rapidly," he said, further criticizing the focus on optics over governance: "It seems like the mayor is spending more time on Facebook than he is trying to get businesses to come to our city."

The Rio Grande Sun reports that Mayor Vigil has been subject to multiple workplace conduct complaints, including a recent human resources investigation initiated in June 2024. Employees have alleged instances of yelling, intimidation, and inappropriate language. These claims have prompted internal reviews and raised concerns about employee morale. Despite these reports, no formal disciplinary action has been publicly confirmed by the city.

A statewide audit conducted by New Mexico municipalities in late 2023 found that Española ranked among the top five cities for employee turnover rates in public administration roles. The New Mexico Office of the State Auditor reported that such instability often correlates with low workplace morale and unresolved internal conflicts. The audit recommended reforms in human resources practices and leadership accountability.

LeDoux has served on the Española City Council since 2021 and previously worked in various public policy roles, including staff positions in the New Mexico state legislature. He is known for his outspoken stance on transparency and local governance.
