The meeting of the Santa Fe Solid Waste Management Agency Joint Powers Board was called to order by Chair Garcia at 4:10 pm on Thursday, May 18, 2023 and was held in person and virtually.

V. MATTERS FROM THE PUBLIC
Mr. Ciano said Reunity Resources is located in Agua Fria Village. We collect food waste from Santa Fe Public Schools, over 500 homes and restaurants. We are running out of space. We are actively looking for new space to expand. Recently an RFP was put out for composting waste at Caja Del Rio. We were not aware of it. It closed recently. He would like to partner with the City and the County. He doesn't know the procurement code. He would like to request to see if this would be a possibility.
Chair Garcia said thank you Mr. Ciano.

VIII. MATTERS FROM THE EXECUTIVE DIRECTOR
A. UPDATE ON FY21 AND 22 ANNUAL AUDITS.
Mr. Kippenbrock said we have completed the financial statement for the FY 21 audit. It is being reviewed by CRI. Regarding FY 22, it is still at the very early stage. He does not have a timeline for that.
Chair Garcia said we got an update from Finance last week. They had hoped to have FY 21 and 22 submitted by the end of June. FY 21 will be submitted by the end of June. We do not have a date for the FY 22 submission. We hope to have FY 23 submitted by December.
Commissioner Hughes asked if Chair Garcia feels that the current Finance staff are up to the task.
Chair Garcia said it is a big lift. He is hopeful.
Commissioner Greene asked if the staff had given any reasons why they are late and have they given any information about how to avoid this in the future.
Chair Garcia said the biggest issue was staff shortages.
Councilor Rivera said also we transitioned from an old, antiquated system to a new one. FY 21 was the problem because of that and it snowballed from there.
Chair Garcia said if anything changed as to the timeline he will let Mr. Kippenbrock and this body know. Mr. Kippenbrock has been very patient. This was not anything SWMA did or did not do. Thank you Mr. Kippenbrock for keeping this moving.
IX. MATTERS FROM STAFF - AGENCY, CITY, COUNTY
A. DANITA BOETTNER, P.E., LANDFILL MANAGER, SANTA FE SOLID WASTE MANAGEMENT AGENCY
Ms. Boettner was not in attendance. Mr. Kippenbrock gave her report.
Mr. Kippenbrock said last fall we approved a re-roofing project. They started it earlier this month. It is over 50,000 square feet. We had a free tires event this month and a free green waste event this month. Commissioner Hughes gave an update on the NE/SE Connector project. There are four big piles of green waste accumulated from the project. He and Ivan Trujillo are going to meet next week to discuss how to mitigate that. It is doable. We just have to hash out the specifics. Les Francisco has been a big help. We can knock it out at one to two days per pile.
B. SHIRLENE SITTON, DIVISION DIRECTOR, CITY OF SANTA FE ENVIRONMENTAL SERVICES DIVISION
Ms. Sitton said we have been working to get ready for our rapid hire event. We are down 13 operators. The event will be over two days beginning on Friday from 10:00 am to 3:00 pm and on Saturday from 9:00 am to noon at our facility. Wastewater will join us as well. They have several vacancies. We will train people and help them get their CDLs.
Councilor Rivera asked what do the applicants need to bring with them to the event.
Ms. Sitton said their work history or resume, a photo ID, drivers license and a high school diploma or the equivalent. They can also apply on line and be given an appointment for an interview.
Commissioner Bustamante asked where can they look at the job descriptions.
Ms. Sitton gave the online address.

C. LES FRANCISCO, SOLID WASTE SUPERINTENDENT, SANTA FE COUNTY PUBLIC WORKS
Mr. Francisco said we did three road clean ups this month. They went well. Let the County know that we can take some of the wood chips for our collection centers.
Chair Garcia thanked Mr. Francisco.
X. MATTERS FROM THE BOARD
Commissioner Greene thanked Mr. Ciano for showing up today. He heard that we had a less than robust group of folks who responded to the RFP. He recommends reopening the RFP if that is possible.
