New Mexico governor signs bills offering tax relief and park access for veterans

Governor Michelle Lujan Grisham has signed two bills aimed at providing tax relief and recreational opportunities for veterans in New Mexico. The legislation expands property tax exemptions and grants free access to state parks, reflecting the state's commitment to its veterans.

"Today marks an important step forward in how we honor and support our veterans in New Mexico," said Gov. Lujan Grisham. "Our veterans deserve meaningful support for their service and sacrifice, and I’m proud to sign legislation that provides tangible benefits to them and their families."

House Bill 47 implements constitutional amendments approved by voters in the 2024 general election, significantly expanding property tax exemptions for veterans. The bill increases the standard veteran property tax exemption from $4,000 to $10,000 this year, with future adjustments for inflation. It also introduces a proportional property tax exemption for disabled veterans based on their federal disability rating starting in 2026.

House Bill 161 offers New Mexico veterans free access to state parks, including unlimited day-use passes and camping passes managed by the State Parks Division of the Energy, Minerals and Natural Resources Department.

“These new laws represent our state’s deep appreciation for the service of our veterans,” said Sec. Jamison Herrera of the Department of Veterans Services. “The property tax relief will provide meaningful financial support to veterans and their families, while access to our state parks offers opportunities for recreation and healing in New Mexico’s beautiful outdoor spaces.”

Sec. Stephanie Schardin Clarke of the Taxation and Revenue Department expressed gratitude towards those who served: “This is our small way of saying thank you.”

Sec. Melanie A. Kenderdine emphasized the significance of park access: “Providing veterans with access to our parks is a meaningful way to express our gratitude while inviting them to experience the healing power of New Mexico’s natural landscapes.”

Rep. Luis M. Terrazas praised bipartisan efforts: “I think this is a great day for New Mexico and all veterans across the state.”

Rep. Rebecca Dow highlighted health benefits: “Providing our veterans with access to New Mexico’s state parks is a meaningful way to honor their service while supporting their health and well-being.”

Senator Jay C. Block added that it represents a token of appreciation: “As a retired U.S. Air Force Lt. Colonel... I am honored.”

Rep. Tara L. Lujan noted: “Our veterans deserve our support... Providing them access... can contribute to health and healing.”

Army Vietnam Veteran Dorothy Seaton recalled her advocacy work alongside Rep. Eliseo Lee Alcon.

Both bills received strong bipartisan backing in the legislature, underscoring a shared dedication toward supporting New Mexico's veteran community.

The provisions granting park access will be effective from July 1, 2025.
