The City of Albuquerque is currently seeking public input on its 2024 Draft Action Plan, which outlines the proposed projects and funding allocations for the upcoming year. The plan serves as the city's grant application to the Department of Housing and Urban Development (HUD) and includes activities to be undertaken with various funding sources, such as Community Development Block Grant (CDBG) funds, HOME Investment Partnerships funds, and Emergency Solutions Grant funds.
According to the draft plan, the city is expecting to receive a total of $4,278,318.00 in CDBG funding, $2,302,248.00 in HOME funding, and $382,105.00 in ESG funding from HUD, among other local funds. These funds will be used to support a range of projects aimed at addressing housing and community development needs in Albuquerque.
One of the proposed projects is the COA Administration, which will receive funding of $855,663.60 from CDBG and $230,224.80 from HOME funds. This funding will be used for administrative costs to support the implementation of the city's 2024 Action Plan.
Another project highlighted in the draft plan is the Homeless Intervention and Rapid Rehousing program, which will receive $382,105.00 in ESG funding, $382,105.00 in ESG Match funding, and $1,179,256.00 in General Funds. These funds will be used to provide services to populations experiencing homelessness, including street outreach, emergency shelter services, and rapid rehousing opportunities.
The draft plan also includes funding for affordable homeownership assistance, affordable housing preservation, tenant-based rental assistance, dental services, senior meals, early childhood services, eviction prevention, deposit assistance, and a tenant/landlord hotline, among others.
All residents, property owners, and stakeholders in Albuquerque are invited to review the draft plan and provide their comments until February 22, 2024. Comments can be submitted via email or mail to the Department of Health, Housing, and Homelessness. After the 30-day comment period, the city will address each comment in writing and submit all comments and responses to HUD as part of its formal application for funding.
It is important to note that the final funding levels for the projects included in the Action Plan may differ from the proposed funding listed in the draft plan. The city will allocate funding based on the needs of each project, and any remaining balance will be distributed proportionally amongst projects.
