Pro Tem Mimi Stewart's Senate Bill 48, designed to invest directly in local projects that create jobs and support communities affected by climate change, has passed the House of Representatives. The bill, known as the Community Benefit Fund, now awaits the Governor's approval.
The initiative aims to allocate $210 million to local economies across New Mexico. This funding will support workforce development, renewable energy projects, infrastructure modernization, and energy efficiency upgrades in communities disproportionately impacted by climate change.
House Majority Floor Leader Representative Reena Szczepanski stated during the debate introduction that "The Community Benefit Fund is a forward-looking investment that puts communities in the driver’s seat." She emphasized that it would provide necessary resources for reducing pollution and creating quality jobs while addressing real community needs.
A recent poll indicated strong public support for government action on climate issues, with 77% of New Mexicans backing efforts to reduce carbon and methane emissions. This sentiment reflects concerns over severe wildfires, floods, droughts, and extreme weather affecting the state.
Representative Sarah Silva highlighted potential job opportunities through workforce training programs linked to SB48. She noted a significant oil and gas producer's recent decision to cut its workforce by up to 20%, emphasizing the importance of new skill development for community resilience.
Senate Bill 48 is part of a legislative package introduced by Senate President Pro Tempore Senator Mimi Stewart aimed at combating climate change. The package includes Senate Bills 4 (the Clear Horizons Act) and 83 (the Innovation in State Government Fund), each contributing different elements toward environmental sustainability and accountability.
Clear Horizons New Mexico coalition—a group of environmental, social justice, and conservation advocates—expressed their support for these measures. They aim to maintain New Mexico's natural beauty while ensuring prosperity for all residents.
The coalition comprises organizations such as 350 New Mexico, American Lung Association in New Mexico, Center for Civic Policy, Conservation Voters New Mexico among others advocating unified climate action across the state.
