A coalition of New Mexico trade associations has expressed strong opposition to the proposed SB4 Clean Horizons Act in a letter addressed to Senator Mimi Stewart, President Pro Tempore of the New Mexico State Senate. The letter, dated February 5, 2025, represents the views of member companies from the New Mexico Oil and Gas Association (NMOGA), Independent Petroleum Association of New Mexico (IPANM), and Permian Basin Petroleum Association (PBPA).
The associations argue that "SB 4 – Clear Horizons and Greenhouse Gas Emissions" sets unachievable targets within its proposed parameters. They emphasize their commitment to environmental stewardship and innovation, noting that emissions have been decreasing in New Mexico due to technological advancements and stringent state regulations.
The letter states concerns that SB4 will compel companies to fall out of compliance and potentially leave New Mexico. It highlights potential negative impacts on various sectors such as oil and gas, utilities, agriculture, manufacturing, transportation, as well as residential, commercial, and industrial development.
"If this is your goal," the letter warns Senator Stewart, "you will successfully end New Mexico’s oil and gas industry – one of the most productive, beneficial and science-based industries in the state – with no plan to revitalize the economy, create jobs or fund basic human services."
The trade groups conclude by acknowledging Senator Stewart's intentions for improving life in New Mexico but insist that SB4 would have contrary effects.
