The first session of the 57th Legislature commenced with the election of Rep. Javier Martinez (D-Bernalillo) as Speaker by a vote of 43-26, reflecting a partisan split. Nominations from both majority and minority parties were made without signaling impending partisan conflict. The session introduced numerous new members, with 16 in the Senate and 13 in the House.
In leadership roles, Rep. Reena Szczepanski (D-Santa Fe) was appointed as the majority floor leader for Democrats in the House, while Rep. Gail Armstrong (R-Catron, Sierra, Soccoro & Valencia) led Republicans. In the Senate, Sen. Mimi Stewart (D-Bernalillo) was selected as President Pro Tempore.
During opening remarks, Speaker Martinez paid tribute to Rep. Eliseo Lee Alcon who passed away recently and emphasized respectful discourse among members. He shared his personal journey from Mexico to New Mexico and highlighted his commitment to education and community safety.
Governor Michelle Lujan Grisham delivered her State of the State address outlining an ambitious agenda for public safety, housing, climate action, economic development, healthcare reform, and education. She emphasized addressing crime rates and proposed measures including tougher penalties for felons possessing firearms illegally and support for businesses facing security challenges.
The House passed HB 1 with only one dissenting vote from Rep. Alan Martinez (R-Sandoval), allocating $68.5 million for legislative operations.
The legislature will proceed slowly at first with organizational meetings before picking up pace later in the session.
