Common Cause New Mexico outlines legislative priorities including legislator salaries

Common Cause New Mexico has announced its priorities for the 2025 legislative session. At the forefront is a proposal to modernize the state’s legislature by establishing an Independent Salary Commission for legislators. This initiative aims to allow legislators to receive a salary, potentially encouraging more residents of New Mexico to run for office and serve their communities.

Mason Graham, Common Cause policy director, stated, “Our legislators are facing far more intricate challenges now than when our state was founded in 1912.” He added that providing salaries would enable individuals who might otherwise be constrained by financial obligations to participate in governance.

The measure requires a constitutional amendment and will appear on the ballot. It is sponsored by Sen. Natalie Figueroa and Rep. Angelica Rubio. Graham expressed optimism about voter support, citing a 2024 poll indicating over 70% of voters favor paying legislators. Common Cause plans to host a Modernization Day of Action at the Roundhouse on February 11th to facilitate discussions between constituents and officials.

In addition, Common Cause supports legislation for semi-open primaries, allowing decline-to-state and Independent voters to choose either Republican or Democratic ballots without changing their registration. “This really builds upon the NM Voting Rights Act that passed in 2023,” noted Graham.

Another focus area is strengthening campaign finance laws by supporting amendments to the Campaign Reporting Act (CRA) of 2019. These changes aim to enhance transparency regarding political financing sources and expenditures.

Finally, Common Cause advocates for the Dignity & Democracy Protection Act in collaboration with Millions for Prisoners. The proposed legislation seeks restorative solutions for incarcerated individuals and promotes democratic engagement across various institutions.
