New Mexico residents face changes in SNAP benefit calculations due to federal rule

Starting November 1, new federal rules will alter how energy assistance is factored into the calculation of Supplemental Nutrition Assistance Program (SNAP) benefits for over 32,000 residents in New Mexico. This change is mandated by federal law H.R.1 and impacts the way energy assistance payments are considered during SNAP eligibility assessments.

The New Mexico Human Services Department (HSD) is assisting SNAP recipients in understanding and preparing for these changes to ensure that eligible households continue to receive deductions for energy expenses. Niki Kozlowski, Income Support Division director at the HSD, said, "We’re reaching out early so families have time to prepare." She advised those uncertain about the impact on their benefits to contact the department before their next renewal date.

Households with individuals aged 60 or older or with a disability will still qualify for the Heating and Cooling Standard Utility Allowance if they receive aid from programs like the Low Income Home Energy Assistance Program (LIHEAP). These payments will not be counted as income when calculating SNAP benefits.

For households without older adults or people with disabilities, it is necessary to inform the HSD if they cover their own heating or cooling costs. Proof such as a utility bill, lease, or landlord letter may be required. Simply receiving LIHEAP will no longer automatically qualify them for the utility deduction. If another party pays their utilities, that amount will be considered income, disqualifying them from the deduction.

The new rule takes effect with applications or renewals submitted on or after November 1. Current SNAP benefits remain unchanged until then. The adjustment may lead some individuals and families to lose their standard home heating and cooling cost deduction, potentially reducing monthly SNAP benefits.
