New Mexico has taken legislative steps to address flood recovery and improve emergency medical services within the state. On March 28, Governor Michelle Lujan Grisham signed two significant bills aimed at achieving these goals.
Senate Bill 383, equipped with an emergency clause allowing for its immediate implementation, targets municipal flood recovery. It grants municipalities the authority to issue revenue bonds specifically for rebuilding and strengthening properties damaged by floods. To support the financing of these bonds, a municipal flood recovery gross receipts tax has been established.
In addition to the flood recovery measure, Senate Bill 197 facilitates the enhancement of emergency medical services. This legislation permits the state treasurer to allocate funds from the Emergency Medical Services Fund to the New Mexico Finance Authority. The redirected funds are intended for loans that will be used to acquire equipment vital for the state's emergency medical services system improvement projects.
“These bills provide critical tools for our municipalities to recover from devastating floods and strengthen our emergency medical services across the state,” Governor Lujan Grisham stated when announcing the enactment of the bills.
