The Clear Horizons Act, a significant legislative proposal backed by Governor Michelle Lujan Grisham, was tabled by the Senate Finance Committee on Monday. The committee voted 6-5 against advancing Senate Bill 4, which aimed to formalize limits on greenhouse gas emissions through legislation. These limits were initially established by executive order and intended to increase over the coming decades, targeting net-zero emissions by 2050.
Committee Chair Sen. George Muñoz expressed concerns about the pace of the proposed changes. "It’s a little too rapid for me," he stated, while noting that he believes the state will eventually achieve these environmental goals. Sen. Benny Shendo joined Muñoz as one of two Democrats who sided with Republicans in tabling the bill.
The hearing attracted hundreds of New Mexicans both in person and remotely, reflecting strong public interest in the Clear Horizons Act. Public commentary lasted approximately an hour with individuals expressing support and opposition. Notably, significant resistance came from those involved in agriculture and members of the oil and gas industries.
