1. CALL TO ORDER

The meeting was called to order at 5:45pm by Chair Michael Garcia.

b. Motion: Member Painter moved, seconded by Member Spencer to approve the November 9, 2023 minutes.

7. SUBCOMMITTEE COMMUNICATIONS

a. Discussion with Mayor’s Committee on Disability Co-chair Kathlyne Gish on the Process for Including a Disability Member on Bicycling and Pedestrian Advisory Committee (Yolanda Eisenstein, Policy, Planning and Law Subcommittee Chair).

b. Discussion on Technical Review Subcommittee’s Proposed Amendments to Resolution 2018-72 (Yolanda Eisenstein, Policy, Planning and Law Subcommittee Chair).

c. Appointment of an Alternate to Member Erik Aaboe to the Santa Fe County’s Transportation Safety Committee to Attend, Vote and Make

Recommendations in Member Aaboe’s Absence (Romella Glorioso-Moss, Staff Liaison).

Motion: Member Aaboe moved, seconded Member Spencer for committee to vote to suggest an ad hoc meeting by meeting member, be requested whenever I’m unable to attend.

d. Q & A with City Traffic Engineer Jeanne Wolfenbarger and Streets Project Administrator Mark Brooks on Streets Pavement Rehabilitation and Restriping Projects (Khalil Spencer, Vice-Chair).

e. Discussion on Sidewalk Repair and Responsibility as Described in Santa Fe City Code of Ordinances, Chapter XIII, Sections 23-1.6 and 1.7 (Erik Aaboe, BPAC Member).

f. Request to Approve the Appointment of Kempton Jackson as Member-at Large to the Promotion, Education and Programming (PEP) Subcommittee (Judith Gabriele, PEP Chair).

Chair Garcia: So moved, I’ll go ahead and approve Member

Kempton Jackson of the Promotion, Education and Programming (PEP) Subcommittee, effective immediately.

g. Galisteo Street Bike Path Demo (Hubert van Hecke)

h. Request for a Conditional Approval of Use of Windfall Capital Funding for Parking Improvements at Salvador Perez Center to a Commitment to Design Bike Lane Retrofits on Alta Vista Street and Hospital Drive (Tim Rogers, Santa Fe Conservation Trust Trails Program Manager).

i. Staff Liaison Year End Report (Romella Glorioso-Moss).

a. Member Aaboe was asked by the head of the County’s Open Land and Trails Advisory Committee (COLTPAC). If I would help them in their subcommittee to put an e-bike ordinance together. Instead I recommended Member Spencer & Member Eisenstein since they did all the work on our e-bike ordinance could participate.

Member Spencer I want to thank you Chair Garcia for your work on this committee, in case your not back next year hope that you are. It’s been a real pleasure to have you as our chair. I would also like to thank the support staff for doing a great job.
