1. CALL TO ORDER

The special meeting of the Governing Body was called to order by Mayor Webber at 6:04 pm, on Wednesday, July 5, 2023, in the Council Chambers, City Hall, 200 Lincoln Avenue, Santa Fe, New Mexico.

2. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Councilor Rivera.

3. SALUTE TO THE NEW MEXICO FLAG

The salute to the New Mexico Flag was led by Councilor Cassutt.

4. INVOCATION AND REMEMBRANCES

The invocation was given by Councilor Romero-Wirth.

A moment of silence was given.

6. APPROVAL OF AGENDA

Ms. Bustos-Mihelcic stated that item 7C has been removed from the agenda and will be heard at the next Governing Body meeting on July 12th.

MOTION A motion was made by Councilor Romero-Wirth, seconded by Councilor Cassutt, to approve the agenda as amended.

VOTE The motion passed on a voice vote.

7. DISCUSSION/ACTION ITEMS

A. REQUEST FOR APPROVAL OF A CONTRACT WITH ADVANCED COMMUNICATIONS AND ELECTRONICS, INC. TO PROVIDE FOR TECHNICIANS TO INSTALL SUBSCRIBER PROGRAMMING, FIRMWARE UPDATES AND TUNING FOR CURRENT PUBLIC SAFETY RADIOS USED BY CITY OF SANTA FE POLICE AND CITY OF SANTA FE FIRE DEPARTMENT FOR USE ON THE STATE OF NEW MEXICO TRUCKED RADIO SYSTEM IN THE AMOUNT OF $119,978.58.

MOTION A motion was made by Councilor Romero-Wirth, seconded by Councilor Cassutt, to approve the contract with Advanced Communications and Electronics, Inc.

VOTE The motion passed on a roll call vote as follows:

B. REQUEST FOR APPROVAL OF NEW MEXICO DEPARTMENT OF TRANSPORTATION AVIATION DIVISION GRANT # SAF-24-01 IN THE AMOUNT OF $3,000,000 FOR TERMINAL EXPANSION AND INFRASTRUCTURE IMPROVEMENTS.

MOTION A motion was made by Councilor Romero-Wirth, seconded by Councilor Cassutt, to approve the New Mexico Department of Transportation Aviation Division Grant in the amount of $3,000,000.

C. REQUEST FOR APPROVAL OF AMENDMENT 5 TO THE COLLECTIVE D. REQUEST FOR APPROVAL OF THE COLLECTIVE BARGAINING

BARGAINING AGREEMENT BETWEEN THE CITY OF SANTA FE AND LOCAL 3999 CITY OF SANTA FE EMPLOYEES OF THE AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES, COUNCIL 18, AFL-CIO, FOR ALL BARGAINING UNIT EMPLOYEES TO RECEIVE A 3% PAY INCREASE WHO EARN LESS THAN $100,000 ANNUALLY AND 1% FOR BARGAINING UNIT EMPLOYEES WHO EARN $100,000 OR MORE ANNUALLY THE FIRST FULL PAY PERIOD IN JULY 2023.

This item was removed from the agenda.

D. AGREEMENT BETWEEN THE CITY OF SANTA FE AND THE SANTA FE POLICE OFFICERS ASSOCIATION FOR FY24 TO INCLUDE SALARY INCREASES IN THE AMOUNT OF $432,267 FOR SWORN AND CIVILIAN BARGAINING UNIT EMPLOYEES.

MOTION A motion was made by Councilor Romero-Wirth, seconded by Councilor Cassutt, to approve the Collective Bargaining Agreement between the City of Santa Fe and the Santa Fe Police Officers Association for FY 24.

VOTE The motion passed on a roll call vote as follows:
