U.S. Customs and Border Protection (CBP) released its July 2023 report on August 18th, drawing particular attention to the increase in total encounters at the border from June to July.

"We remain vigilant and continue to adjust our operational plans to maximize enforcement efforts against those individuals who do not use lawful pathways or processes, knowing that smugglers continue to use disinformation to prey on vulnerable individuals," said Troy A. Miller, Senior Official Performing the Duties of the Commissioner. "Every day, the men and women of CBP are rescuing and rendering aid to individuals sent into harm's way by callous smugglers, while at the same time, increasing seizures of dangerous drugs, and processing high volumes of summer travelers."

According to the report, while overall encounters increased during this period, encounters of Single Adults between ports of entry remained flat. This consistency is seen as indicative of the success of CBP's work in maximizing the use of Expedited Removal following the end of the Title 42 public health Order, which was initially focused on single adults.

Despite the increase in overall encounters, the report highlights significant progress in other areas. The CBP's implementation of Title 8 and the "Circumvention of Lawful Pathways" rule, which presumes asylum ineligibility for border crossers without an appointment, has led to a 27% decrease in encounters on the Southwest Border compared to the previous year. The report cites efforts including a 66% drop in single adult encounters and the rescue of 28,537 individuals.
