City of Santa Fe Bicycle and Pedestrian Advisory Committee met July 14.

1. CALL TO ORDER

The meeting was called to order at 5:34 PM by Chair Michael Garcia.

2. ROLL CALL

3. APPROVAL OF AGENDA

MOTION: Member Spencer moved, seconded by Member Gerlicz, to approve the Agenda as presented.

4. APPROVAL OF MINUTES

a. June 23, 2022

MINUTES

MOTION: Member Aaboe moved, seconded by Member Gerlicz, to approve the minutes of June 23, 2022 as presented.

VOTE: The motion was on the following Roll Call vote:

For: Member Aaboe, Member Gabriele, Member Gerlicz, Member Spencer, and Chair Garcia

Against: None

5. COMMUNICATIONS FROM THE PUBLIC

Louis Uljee, tourist from Amsterdam, Netherlands

Observations bicycling in Santa Fe:

1) If there is a need to put up a sign to “Slow Down” then the design of our streets are wrong.

2) No protection for bicyclists in our thoroughfares.

3) To increase bicycling, reduce park spaces for cars.

4) Political will is needed.

5) Santa Fe has perfect weather for bicycling and yet, very few people bicycles.

6) Safety comes in numbers. Don’t bicycle on sidewalks – it is not safe. Need to bicycle on the road.

Brought up to BPAC attention that the bike lanes disappeared on Route 14 (northbound 599 and Rancho Viejo). Staff Liaison mentioned that it is County jurisdiction.

6. DISCUSSION AND POSSIBLE ACTION ITEMS

a. Review of BPAC Strategic Plan FY2023-2033 (Romella Glorioso-Moss, Staff Liaison)

BPAC Members with the participation of subcommittee member Rachel Wexler and public attendee Mr. Louis Uljee reviewed the Strategic Plan from Introduction to Internal Analysis. Review will continue at the next meeting. Zoom meeting of the Policy, Planning and Law Subcommittee was requested by Member Aaboe. Staff Liaison with PPL Subcommittee will make necessary revisions.

7. SUBCOMMITTEE COMMUNICATIONS

8. MATTERS FROM STAFF

1) Member Phil Lucero resigned a couple of weeks ago. He will be replaced by Ms. Paloma Sanchez, District 4. BPAC needs 1 representative from each Districts 3 and 4.

2) The E-Bike Bill was not introduced at Governing Body’s meeting yesterday (July 13).

3) Public Works, Engineering Division was reorganized to include Streets Division renamed “Complete Streets Division”.

9. MATTERS FROM THE COMMITTEE

1) Member Spencer asked the Chair if the 6 year term limit for BPAC memberships is enforced. Chair Garcia answered “yes”.

2) Member Gerlicz asked if this is the first strategic plan of BPAC. Staff Liaison responded that the SFMPO has created BPAC Strategic Plan in 2020 but that was not developed by members. This is the first Strategic Plan developed by Members.

3) Member Gabriele emphasized the importance of the Action Plan. At the next meeting, Committee needs to focus on the Action Plan.

4) Incoming new BPAC member representing District 4, Ms. Paloma Sanchez of Chainbreaker introduced herself to the Committee.

10. MATTERS FROM THE CHAIR

Chair Garcia reported that the City Atty. had to work on the language of the E-Bike Bill so it was not introduced at yesterday’s meeting of the Governing Body. Member Spencer asked if he needs to discuss it at the Public Safety Committee (PSC). Chair Garcia said he will discuss it with Councilor Rivera, PSC Chair.
