The New Mexico Health Care Authority has opened applications for up to $26 million in funding aimed at improving behavioral health services across the state. The funds will be distributed among New Mexico’s behavioral health regions to address urgent shortages in four key areas: residential treatment, crisis care, medication-assisted treatment for justice-involved individuals, and prenatal or perinatal substance use disorder programs.
Regions have until December 19, 2025, to submit their applications. The Notice of Funding Opportunity (NOFO) allows regions to propose Early Access Regional Plans that can be implemented immediately while longer-term plans are developed. Awards will be announced during the week of January 26, 2026.
“This important funding means that our communities don’t have to wait to get help,” said Kari Armijo, cabinet secretary for the Health Care Authority. “We have the opportunity to get resources to people in crisis now.”
The funding is a result of Senate Bill 3, which was approved with bipartisan support during the 2025 legislative session. Each region must designate an accountable entity responsible for submitting its application.
“We’re asking: How can we support what New Mexicans need today?” said Kristie Brooks, director of Behavioral Health Transformation and Innovation. “This funding bridges the gap while regions build their comprehensive multi-year plans.”

To assist applicants, the Behavioral Health Services Division will hold two question-and-answer sessions via Zoom on November 7 and November 19.

The New Mexico Health Care Authority oversees Medicaid and other assistance programs such as SNAP and LIHEAP. It also manages state employee health benefits and works to ensure affordable coverage through the Health Care Affordability Fund. In addition, HCA licenses healthcare facilities and supports individuals with intellectual and developmental disabilities through various community-based programs.
