State Rep. Lord on special session: ‘New Mexicans deserve better. We’re not giving up'

State Representative Stefani Lord of New Mexico has expressed concerns regarding the prioritization of funding items by Democrats while GOP bills were reportedly sidelined. She also highlighted plans for a vaccination measure that would expand bureaucratic authority. These remarks were made on the social media platform X.

"Yesterday during Special Session, Democrats showed us exactly where their priorities are," said Lord, New Mexico State Representative for 22nd District (R). "I'm proud of our Republican Caucus. We fought for hours, even knowing Democrats would rubber-stamp their agenda. And today, the fight continues with a forced vaccination bill that hands unelected bureaucrats new power over your kids and your health decisions. New Mexicans deserve better. We're not giving up."

In New Mexico, governors exert control over special legislative sessions through proclamations that limit the subjects lawmakers may consider. In this context, partisan majorities often dictate floor calendars and committee agendas, influencing which proposals progress or stall. Funding measures in these sessions typically involve targeted appropriations and immediate policy changes, with broader reforms deferred to regular sessions. As discussions continue over crime, Children, Youth and Families Department (CYFD) reform, malpractice issues, and physician recruitment, scheduling remains a crucial tool for majorities in Santa Fe.

Immunization requirements for schools and childcare in New Mexico are established by state law and rule, with compliance overseen by the Department of Health. While the Centers for Disease Control and Prevention’s (CDC) Advisory Committee on Immunization Practices (ACIP) provides national recommendations, states independently decide whether to align mandates with ACIP schedules. Changes in state vaccination policy generally necessitate legislative action or rulemaking processes that include public notice, hearings, and published justifications to ensure transparency regarding evidence, costs, and implementation.

According to the Legislative Finance Committee (LFC), budget items during special sessions undergo analysis to estimate costs, revenue effects, and interactions with federal funds and reserves. Fiscal Impact Reports (FIRs) produced by the LFC also highlight implementation timelines and performance metrics that guide floor debates and amendments. The nonpartisan staff of the LFC publishes all analyses online to allow public tracking of appropriations, agency justifications, and competing priorities such as media, health, and public safety spending during condensed special-session calendars.
