Rose Bryan named general counsel at New Mexico Health Care Authority

Rose Bryan has been appointed as the new general counsel for the New Mexico Health Care Authority (HCA), effective immediately. Bryan previously served as special counsel at the New Mexico Department of Justice and was an assistant attorney general in the New Mexico Office of the Attorney General. Her background also includes advocacy work with organizations such as United Way of New Mexico, Advocacy, Inc., and EMILY’s List.

Alex Castillo Smith, deputy cabinet secretary for HCA, said, “Rose’s perspective, shaped by both personal and professional experience, ensures our agency’s legal foundation is grounded in compassion, integrity, and belief in the dignity of the New Mexicans we serve.”

Bryan expressed her commitment to supporting HCA staff and advancing service accessibility. “I’m honored to join the HCA and look forward to collaborating with the entire team to support the health and well-being of all New Mexicans,” she said. “My goal is for every HCA manager and employee to feel confident navigating legal challenges with clear guidance, and training that strengthens their daily work serving our customers.”

Bryan holds a Juris Doctorate from the University of New Mexico School of Law and a Bachelor of Science in Biology from Creighton University in Omaha. She also teaches as an adjunct professor at the University of New Mexico School of Law.

The HCA acknowledged John Emery for his recent service as acting general counsel.
