Albert C.S. Chang has been appointed as the new director of the New Mexico Oil Conservation Division, according to an announcement by the Energy, Minerals and Natural Resources Department. The division is responsible for regulating the state's oil and gas industry, focusing on environmental protection, resource owner rights, regulatory enforcement, energy sector innovation, and preventing resource waste.
Chang holds a law degree from the University of Washington School of Law, a master's in public administration, and a bachelor's in chemical engineering. He is both a licensed professional engineer and attorney in New Mexico. Currently serving as director of the state's Mining and Minerals Division (MMD), Chang will begin his new role on June 23. Mike Tompson will take over as acting MMD director during the search for a permanent replacement.
During his tenure at MMD, Chang led efforts to reclaim lands affected by mining and worked to reduce permitting backlogs while promoting responsible mineral resource development. "Albert has demonstrated exceptional leadership as MMD director," said EMNRD Secretary Melanie Kenderdine. "I’m confident he will be equally effective at OCD."
Chang expressed his commitment to collaboration in his new position: "I am honored to have the opportunity to serve in this new role," he said. "I will do my best to work collaboratively with all stakeholders to find pragmatic solutions that allow both our economy and our environment to thrive."
