Pipeline Safety Bureau addresses fiber optic installation issues in Albuquerque

The New Mexico Public Regulation Commission's Pipeline Safety Bureau (PSB) is addressing ongoing issues related to underground fiber optic installation projects in Albuquerque. Since January 1, the PSB has conducted 132 damage investigations and issued 59 Notice of Probable Violation letters to contractors, resulting in over $20,000 in fines.

To promote safety and compliance, the PSB has organized five safety stand-down meetings with fiber project owners and contractors. These meetings focus on workplace safety, hazards, and prevention strategies. Additionally, the PSB is engaging with Albuquerque city officials and fiber project owners to discuss concerns and expectations.

The PSB enforces New Mexico's safe digging law, which mandates contacting NM811 before excavation projects begin to ensure underground facilities are marked. In Albuquerque, two dedicated staff investigators handle complaints promptly. For digging issues, individuals can contact a damage prevention inspector at 888-427-5772.

The PSB investigates damages reported to NM811 and both formal and informal complaints. It issues Notice of Probable Violations for non-compliance and conducts periodic patrols of construction sites for compliance checks. However, the PSB does not review or approve fiber company designs or utility installations' alignment or location.

"Contractors and utility companies are expected to comply with the New Mexico statutes and NMPRC rules that govern fiber installation projects," said Pipeline Safety Bureau Chief Jason Montoya. "Additionally, contacting NM811 and using their services is crucial before, during, and after any construction project."

The New Mexico Public Regulation Commission aims to ensure safe operations and reliable utility services at fair rates consistent with state laws.
