The New Mexico Family Action Movement (NM FAM) has announced the introduction of House Bill 578, known as the Every Mother Matters Act (EMMA). This legislation aims to expand support services for pregnant women in New Mexico, assisting them in making informed decisions. The announcement was made through a press release on March 4, 2025.
According to the New Mexico Legislature, HB 578 proposes the establishment of the Pregnancy Launch Program. This initiative seeks to provide no-cost services to pregnant individuals, new parents, and those who have experienced pregnancy loss. The program's offerings include comprehensive support such as prenatal care, child care assistance, housing solutions, addiction recovery services, and crisis intervention. Additionally, healthcare providers would be required to inform individuals seeking an abortion about the program to ensure they are fully informed before making a decision. The bill also outlines provisions for compliance monitoring, enforcement, and reporting on services provided.
According to NM FAM, the Pregnancy Launch Program will feature a dedicated hotline offering personalized guidance and direct connections to services tailored to individual needs. Research cited by NM FAM indicates that 75% of women seeking abortions would prefer parenting if circumstances were different but often lack knowledge about available resources. NM FAM urges legislators to pass HB 578, positioning New Mexico as a leader in pro-woman policies that offer solutions for women in crisis.
"Too many women feel pressured into abortion because they don’t know where to turn for help," said Jodi Hendricks, Executive Director of NM FAM. "The Pregnancy Launch Program changes that by ensuring women have access to real, practical support. No woman should have to make a decision out of fear or financial desperation."
