a. Santa Fe Metropolitan Planning Organization (Erick Aune, AICP, SFMPO Officer)

Santa Fe County bond issue passed.

New funding coming up for TAP.

New Law Enforcement Perception Study – 2,000 homes will be surveyed covering 12,000 residents.

El Camino Real Academy Trail got funded.

Local Road Safety Plan completed.

Multi-modal Transition Plan adopted.

Working on Vulnerable Road Users Map

Asking for support for additional funding.

Member Eisenstein asked if it is good to start working on revising Traffic Calming.

Mr. Aune recommended to wait.

Member Spencer commented of lack of support for legislation on Vulnerable Road Users. People don’t want penalty so no accountability.

Mr. Aune commented that this is a significat issue for NMDOT Secretary. b. Santa Fe Conservation Trust (Tim Rogers, Trails Program Manager)

SFCT had visitors from Mongolia and Republic of Georgia who worked with them on La Tierra Trails.

Vamonos – Santa Fe Walks will do winter walks.

The Walk and Roll to school program is getting strong. There were 37 kids who participated at the Atalaya school.

Would need some support for obtaining funding from TAPS for Safe Route to School Program.

The Public Safety Committee is looking for new members.

a. CONSIDERATION OF BILL NO. 2022-__. (Councilor M. BPAC Comments: (Tim Rogers)

· When possible, 5 foot bike lanes

· When possible, fit both uphill and downhill bike lanes

· We recommend a 6-8 ft wide sidewalk to push the sidewalk further from road and along it to meander

In addition, after sidewalk needs on each side of the road are met, where there is identified pedestrian demand in the urban sections, the following bicycle and pedestrian facilities be pursued:

(1) Uphill bike lane, at least 4 feet, 5 ft wide as soon as possible (2) Bike lanes on both sides, at least 4 feet, 5 ft wide as soon as possible (3) 6-8 ft.-wide walking path on one side of the road (preferably on east side on rise to north, so that uphill bicyclists that desire to do so can more safely use the path and more easily transition between path and bike lane) (4) Variable landscape buffer between roadway and walking path (or sidewalk), increasing distance to achieve further separation.

Regarding signage and striping for bikes and pedestrians, it can be absolutely minimal. Perhaps bike lane markings on pavement at start of blocks. Bike lane signage is optional and can be left out. No other indications are needed to tell cyclists and pedestrians where to go (see Gonzales Rd. sidewalk and shoulders).

"No parking" signage may be needed where there appears to be demand for parking that could impede use of bike lane.

Where there are no bike lanes, sharrows may help cyclists and motorists understand and feel more comfortable with shared lanes, particularly at start of blocks and transition from bike lane to shared lane in the urban section.

Traffic calming such as Chicanes would need to accommodate the bike lanes (shoulders). It is possible for an uphill bike lane to go straight through, outside of a roadside chicane, in order to maximize the traffic calming effect of the chicane, but it would not be advisable to do this on a downhill bike lane for safety reasons.

BPAC Comments: (Tim Rogers) 1) No parking protected bike lane; standard bike lanes are sufficient/preferred. 2) Parking lane, next to sidewalk; not next to landscaped area. 3) Bike lanes should merge with traffic and not continue to roundabout. 4) When including both a bike lane and a parking lane, we recommend the following:

a) Bike lanes should be next to the driving lane with the parking lane on the outside.

b) With a narrow 6 ft-wide parking lane, we recommend a buffer between the bike lane and the parking lane. c) With an 8-ft wide parking lane, a buffer is no longer necessary. 5) Sidewalks should have buffers from the driving lane. Bike lanes, parking lanes, landscaping, or a combination would be considered buffers. 6) Would appreciate to provide input on trail connectivity. We would like to see trails connecting Capitol High School, Nina Otero Community School and Mutt Nelson Road.

Jennifer Webber commented that one problem with parking protected bike lane is “safety”. There’s conflict with people who crosses the bike lane to go to their cars. And also opening the car door. Passengers are not so aware that there might be bicyclists when they open the door.

e. City of Santa Fe’s Application Renewal to the League of American Bicyclists’ Bicycle Friendly Community (Judith Gabriele, BPAC Member & Chair, Promotion, Education & Programming Subcommittee)
